This is clearly a procedural issue. However, while there may be a bad-faith motivation behind it – to do with eg, ‘horse-trading’ support for bills – the author does not mention any such speculation.
So we are left with: Greenwich didn’t get support for a parliamentary motion (which is simply symbolic). He blames the Greens. The Greens say he tried to smuggle into his motion something to do with disclosing privileged information in the Upper house. They voted against it. (Presumably, so did the Coalition etc.)
